Portugal Expert Workshop on Flexibility Markets
On May 16, 2025, a workshop with 9 consumers and prosumers from Portugal explored opportunities and challenges around Flexibility Markets (FMs) — which are not yet legislated in the country.
Key insights included:
- From the DSO perspective: FMs are promising for improving grid resilience, but current cost estimates suggest they may be more expensive than traditional grid investments or back-up services. A local, bottom-up approach is preferred before EU-wide guidelines, to tailor solutions to national conditions. EVs and PV/storage are seen as key flexibility assets.
- From the consumer/prosumer perspective: Economic return is the main concern, with a need for fair benefits and consumer protection. Energy literacy is crucial to participation, and maintaining control over home routines is essential. Participants suggested starting with larger consumers (e.g., industry) before involving smaller ones once FMs are more established.
